Example:
- You add videos to FreeCiv
- To do so, you write a video decompression library using no FreeCiv code
- When you distribute that library as part of FreeCiv, it's GPL
- But when you distribute it on its own, you can license it as you like
- Anyone can use the GPL version from FreeCiv
