• Export controls: No more than 40-bit crypto can be exported
  • In 2000, EFF's Deep Crack could break a 40-bit key in 2 seconds
• Export controls only affected electronic distribution
  • So, the book Applied Cryptography could be exported, but a disk containing the same code couldn't
  • Phil Karn sued over this
• Other cases: Zimmerman, Junger, Bernstein
• Current policy: Free Software crypto can be exported, provided NSA is notified
